The application uas tabled August 3z-d, pending further input
from the Citizen's Advisory Group and the Higlhway Department,
The applicant proposes combining two parcels for purposes
of building a single family dwelling.

The Highway Department has indicated that approximately 20
feet will be taken `.ro:n the subject parcel.
The remaining parcel would still be of buildable size.
The Highway Department also proposes a ivooden-earth barrier
along the south side of the freeway. if this proves
�- t1lacceptabie to the Advisory Group and the City, given the
concerns for proper setback and noise abatement, it is
conceivable that more land would be required.
Thus, the potential ramifications are significant., relative
to the risk of the o-viner. to proceed with home c:onst:cuct.ion:
In addition, there is concern for the planning princi_nl.e
involved, i.e. the incompatibility of reside n-cia! housing
with the highwav use.
Further input will be available from the Citizen's
Advisory Group at the hearing. Possibly the application
should be tabled further until definite plans and agreements
are formed regarding the freeway project.

Approval of preliminary subdivision
The applicant seeks subdivision of the parcel lying easterly
of the Northbrook Plliance Church property for the purpose of
constructing a single family dwelling.
ANALYSIS AND RECOMMEIMATYONZ
The general situation of this application is similar to that
of Application No. 72055 submitted by Vanman Construction
Company. The application was tabled at the August 3rd meeting
pending the :results of a meeting between the Highway Develop
gent Neighborhood Tdvisory Group and the Stare Highway
Department. The staff concern at that time was that action
on the application could represent an unnecessary constzaint
upon the advisory group.
The Citizen's 7dvisory Group has met with the Highway
Department Ofiicial.s and that input will be available at the
P9anning Commission meeting.
Subject to the information resulting from that joint meeting,
the staff recormendatiom is for approval subject to the
provisions of the Platting Ordinance.
