Subject: Application No. 69062
Date: November 20 1969
In reviewing application No. 69062 which the Council tabled last Monday
evening, Council Members should be advised of the following facts. In
the summer of 1968, it was brought to our attention that the residence at
5344 Camden Avenue Noeth which was occupied by a welfare family was
grossly deficient in meeting the basic code requirements and in addition
it was maintained in an extremaly filthy and hazardous condition. Letters
were sent to the owner, Mr. Munson, who is a eoncret-a contractor,
suggesting that he hake steps to remedy the many basic defects. For
example, kitchen sins: vmste water was discharged through a rubber hose
protruding through the exterior wall, of the building and allowed to spill
out onto the ground. Broken glass and trash littered the yard and a
dilapidated garage was stored full with discarded tzems, mazer o: which
were unidentifiable.
After the typical period of stalling and refusing to ans-wer and comply with
`-- requests and orde;-s, the Ct4y Council adopted Resolution No. 68-2,13 on
October 7, 1968 deGla0ng the btsiidir!c;s unsuitable for human occupancy
and ordering Edward A. Munson to raza and remove the structure conus;s tent
with the Siate laws . on the t 8th of October, 19 68, a permit was is sued
by the Building Inspector authorizing the wracking of -".-he house and garage.
On October 21, 1S68, a permit was o_roneously issued( authorizing the cor_--
struction of a 2-story frame duplex dvielling and on December 26, 19068,
upon discovering the error. the &gldii7g Perrait was IGg lly revoked. Nr .
Munson eras so notified in zi communication from the Building Inspector
dated December 26, 19 68 „
11t is obviolas from trye foregoing that any sympath.eac or real I..ardyhip which
the owner's agen* attempted to establish last Monday wvoair_g was a sham.
1 think we can now bt-,i-ter uaderstand the rec.son for khair reluctance to
concur with the tablIna of the ira-dc3r. it is also ob\".rus that inhere ',Yas an
embarrassing, lack og infor-jila.'tion available to the Council last Monday evening
and for this I apologize. Steps have been taken to lw 4,sen the chances of such
ar. information chap oUc-m-r ing again.
