The property is zoned R-2 (one and two family dwellings). Tile applicant has rr�ai ntai ned a purchase option on this property and has proposed this division for about one year. The variance application represents his effort to achieve the desired two lots, recognizing the considerations for our present neoative recoriwiendation. 1. The proposed action is not consistent with •the Comprehensive Plan which proposes the developnn?nt of such parcels in the R-2 zone: with two family dwellings (large -lot single family dwellings are permitted). The Plan visualizes eventual coO nation of the existing substandard parcels in the area into lots such as this for R-2 development. �.. While the Comprehensive Plain is under review, the criteria for planned development of the R-2 area have not been thoroughly analyzed. Amendments to the Ordinances (Subdivision and Zoning) could be made only upon adopted changes to the Comprehensive Plan. 2. Creation of substandard lots has been generally avoided (except in the case of end lots in a major subdivision or in the case of partially de- veloped lots where the remaining area represented a buildable lot, though the new or occupied lot was less than the ordinance standards. The few recent examples of the latter case had been recognized marry years ago by the Village Council, and were R-1 in character. 3. The standards for a subdivision variance (Section 15-•112) are not met. a. Strict application of the provisions of the Subdivision Ordinance (or the Zoning Ordinance) would not deprive the reasonable use of the land. The parcel is large enough to support either a one or two family dwelling. b. The variance is not necessary for the preservation of a substantial property right of the petitioner. The applicant proposes to divide the property far purposes of building and selling two single family homes. c. The granting of the variance could be detrimental ---pending farther research and review --- in light of estalbished Comprehensive Planning and zoning of the particular area; Planning Conrnission Information Sheet Cont°d. Application No. 75036 It is conceivable that possible future revisions of the Comprehensive Plan, and subsequent ordinance amendments, would allow the requested division. Present criteria support a recommended denial of the application.
