Request: Rezone
The applicant proposes to rezone, from 1-2 to C-2, the above property which consists
of app,-oximately 6 acres. The land is platted into five 114.63 ft. x 337.74 ft. lots
facing Lakebreeze Avenue (ore of which has been reduced by Trot k 111ghway 100 right-
of-way) ; and six 45.3 ft. x 218.33 ft. lots facing Azel is Aven�e.
1-2 (general industry) has been the designated zoning since the Comprehensive Land
Use Flan and Zoning Ordinance were adopted.
The applicant initiated the request for the entire area after con-Emplating a shot
zoning of two parcels nearest Trunk Highway 100 to accowrodate a restaurant.. We
had discouraged the spot zoning proposal.
We have also informed the applicant that the land use zoning and policies in the
southwest neighborhood will be a priority item for the Comprehensive Plan revisions;
and, in the context of source area wide planning, this specific request may be pre-
�-- nature.
There have been no development plans for 1-2 uses in this area; it is not clear
whether the applicant has pursued such developn�nt. He sloes feel that C-2 zoning
would facilitate the speculation and eventual development of the land.
A public hearing has been scheduled.
Preliminary considerations include:
1. deed for a nr,ster plan layout for the six acre tract, showing -feasible
platting and access.
2. Desirability of a C-1 area adjacent to Azelia Averua across faun ;:he
11-2 properties.
3, Feasibility o•1• including the large vacant 1-2 tract to the scuth in
any rezoning action.
4. Analysis of projected traffic generation and of the capacity of
existing facilities.
Consistent with Cared ssi on policy the item should be referred to the Southwest
Neighborhood Advisory Group for revimr and coninent. Also, additional informational
requi rem-nts should be specified so the applicant can proceed with providing the

Request: Rezone
The item received formal public hearing on February 12, 1976 and was tabled and
referred to the Southwest Neighborhood Group, for review and cominent. The appli-
cant was directed to develop a conceptual master plan of the area, incorporating
pertinent development proposals by the F-lighway Department which would affect the
property.
The neighborhood group has recommended the rezoning, per the attached letter.
Application No. 76020 was initiated as a coripanlon step, and involves the adjacent
property to the south.
The applicant has not yet submitted a master plan of the area, although one is
apparently being prepared according to Mr. Dale.
The City Engineer has prepared a layout indicating possible highway improvements,
easements, and access toads. We will be prepared to review this information.
The item should be tabled to permit adequate staff review of the conceptual
`- vaster plan.
Such a plan is basic to the rezoning of an area of this iiiagnitude, especially in
consideration of the location, potential traffic generation, and access concerns.
Furthermore, a standard requirer.ient of such an action would be the repiatting of
the property (now consisting of several parcels including residential dimension
lots) for which a master plan could serve as the preliminary plat.
