Request: Approve Above Ground Storage
Tank Enclosure
The application was initiated in 1971 for approval of an addition to
the plant. Conditions of that approval included site upgrading and
the burial or elimination of all above ground storage tanks. That
improvement and other site work was not completed by 1974 when the
Council reviewed the applicant's site performance bond.
The Council in May, 1974 adopted Resolution No. 7 -82 establishing
a schedule for completing the improvements. All tanks are to be
buried by July 1, 1976. The applicant has buried the inain tanks,
but some smaller ones resin; it is proposed that I the above ground
level for these is more appropriate, and the appl*cant would prefer
to retain them.
The ordinance requirement for fuel storage in the industrial district
was adopted since 1971. It provides for a screening from view, using
earth or opaque structural materials, aesthetically compatible with
`I other structures on the site. Plans must be approved by the Council.
The applicant contends his bulk storage tanks are similar in nature
to fuel storage, and thus proposes a concrete block screening structure
for the remaining tanks.
We will be prepared to review the detailed plans sdamitted.
The application is an amendment to the Council resolution which re-
quires burial of all tanks by July 1, 1976.
Approval would be subject to the condition that all tanks used for
storage shall be buried or enclosed with approved screening by
July 1, 1976; that all tanks not buried or screened shall be removed
from the site no later than October 1, 1976; and Ehe approved
screening structure is comprehended by the pendi.n site performance
bond.
