The application is a City initiated petition for rezoning
two parcels from R--5 to R-3.
The item was tabled at the May 16, 1974 raeetiag to permits
review by the Northeast Neighborhood Advisory Group.
The Group has recommended approval of the application per
the attached letter from the Chairman.
Approval is recor mnended on the basis that the R-3 District
is consistent with the Comprehensive Man; is compatible with
adjacent land uses; and effectively speaks to the issue of
small parcels as remnants of larger multi -residential district
tracts.

The owner of the parcels, who was the applicant far the denied
request, has proposed a development of R-3 type residences, and
has nlso requested the rezoning.
The R-3 density is 50 per cent of the R-5 msxim . R-3 PTownh us*

To The Mayor and City Council of Brooklyn Center, we the undersigned, being
residents of Brooklyn Center living in the neighborhood, generally bounded
on the North by 69th Avenue, on the South by 65th Avenue, on the East by
Colfax, and on the West by Humbolt; do hereby petition the City of Brooklyn
Center to rezo from R (Multiple Family Residence District) to R-1 (One
Family Residence District), the vacant property generally located on the
N.E. and N.W. corners of 67th Avenue North and Emerson Avenue North, more
commonly known as the property of MORK & ASSOCIATES.
We as residents in a predominated single family neighberheed, feel that our
request is valid for the following; reasons:
1. The property is three (3) acres in size (total), and is split by a public
street with the largest parcel being 1.6 acres (approx.) This small parcel
does not warrant a multi -development that would be consistent with planning
principles and policies, which hold forth that multi -dwelling complexes provide
a reasonable quality family life environment.
2. The surrounding property to the immediate North and immediate East is fully
developed with single family residences, most of which are four to eight years
old.. We feel this vacant property should be developed in a manner that is

consistent to this neighborhood. This vacant property should be sub -divided
into nine or ten single family dwelling lets, so as to insure a safer, more
pleasant and more economical environmentfor the existing; residential neigh-
berhood.

In the event the City does not feel that this request for R-1 zoning is not
consistent with the Cities development plans, we feel that either duplexes
or townhouses could be developed and designed in such a way that it would
not deteriorate the residential atmosphere which now exists. We do f eel,
however, that the R-1 (Single Family Resident District) would be the best
for this property.
