I spoke w/ our City Engineers and Fire Dept. staff on your new ATM site plans- and we have a few comments or concerns: 1)The 22-foot drive-aisle width, with two 9-foot lanes and a 4-ft. median/ATM island on the north side of this building is too tight. Our Ordinance requires one-way drive aisles should be 12-feet in width. Fire Dept. requires any lane to be used for their fire or ambulance type vehicles must have an unimpeded 12-foot lane, with 2 foot clear zone on each side (if possible). 2)The island location may make turning movements or queuing into the lanes difficult. You should provide turning radius templates or designs that show how a passenger vehicle or large truck can maneuver around this parking area and enter the lanes safely and effectively (3 rd attachment -your Page 5 of 7 plan sheet). 3)Emergency vehicles and/or customers vehicles will not be able to travel around the north end of this building if both dual drive thru lanes are occupied, which could cause a bottle-neck. This lane serves as a fire/emergency vehicle route—hence the need to keep it available for vehicles to pass at all times. Possible solution is to install a third "by-pass lane". The attached aerial map indicates an area you may be able to provide this bypass, although this would require the purchase of the adjacent land from Cub Foods (supermarket to the north). 4)The survey I have included (4th attachment) is from a site and building plan submittal when the old Marquette Bank expanded in 1991. The old survey indicates approx.. 29.5 feet from the building to the north property line. To accurately review and analyze any additions or changes to this site (especially the north side)—City Staff is requiring an updated site survey to fully determine what the setbacks and dimensions reflect. The plan submittals by your CIM Group are not representative of an accurate property survey, and the dimensions may be best estimates, which is not acceptable. 5) If you need to discuss these issues personally, please feel free to call me later this afternoon (I'm in until 4:30 - CST); or call me next Monday morning—or whatever time is most convenient for you. A bit of reversal from my previous findings or statement I made to you last week-- but we came to the conclusion that Wells Fargo (or TNT Erectors) will need to submit this ATM drive-thru improvement under formal site plan application. Reason being: the ATM is an expansion of the overall bank use and the parking/drive extension may require more in- depth engineering (and planning) review due to the proximity of these improvements to the street/ROW line, adjacent retaining wall, and other design elements. Our City Engineers are putting together a preliminary comments/request-for- information list, which I hope to have soon and will forward ASAP. Attached for your review/use a City of Brooklyn Center Planning Application; Site Plan checklists; and a PC meeting schedule. Please note we now request at least 30-days prior to any PC meeting for application submittals, so if you can get us the application and supporting documents and materials within the next week or so, we might be able to slot you on the June 14th (or June 28th) PC agenda. Sorry about any delays or inconvenience this may cause your project, but it's important to do a complete, thorough review on such matters to ensure they are constructed properly... and safely.
