adoption:
RESOLUTION NO. 2020-082
RESOLUTION AUTHORIZING STAFF TO PROCEED WITH THE BROOKLYN
CENTER COVID HEALTH ON THE GO PROGRAM, WITH FUNDING BY THE
CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY ACT ("CARES ACT").
WHEREAS, In June 2020, the US Congress established funding under section 601(a) of
the Social Security Act known as the Coronavirus Aid, Relief, and Economic Security Act
("CARES Act").
WHEREAS, The CARES Act provides that payments from the Fund may only be used to
cover costs that:
1. Are necessary expenditures incurred due to the public health emergency with respect
to the Coronavirus Disease 2019 (COVID–19);
2. Were not accounted for in the budget most recently approved as of March 27, 2020 (the
date of enactment of the CARES Act) for the State or government; and
3. Were incurred during the period that begins on March 1, 2020, and ends on December
30, 2020.
WHEREAS, Based on community research the City of Brooklyn Center identified the
following top needs in response to the COVID Pandemic: 1) Resources life essentials (i.e. food,
rent/housing, etc.), 2) Housing Stability, 3) Emotional and Mental Health Well-Being, 4) Financial
Assistance to Business, 5) Communication on COVID-19 and Access to Resources, 6) High Speed
Internet and7) Job Creation; and
WHEREAS, In partnership with local school districts, community colleges, healthcare
institutions, neighboring cities and county the City of Brooklyn Center collaboratively developed
a mobile health strategy or BC COVID Health On The Go Program was developed to address
those needs; and
WHEREAS, The BC COVID Health On The Go Program qualifies as an appropriate
expenditure of the Coronavirus Aid, Relief, And Economic Security Act ("Cares Act") and the
total cost to implement the project is $100,000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn
Center, Minnesota, authorize staff to proceed with the BC COVID Health On The Go Program,
with funding by the Coronavirus Aid, Relief, And Economic Security Act ("Cares Act").

and upon vote being taken thereon, the following voted in favor thereof:
Butler, Elliott, Graves, Lawrence-Anderson, Ryan
and the following voted against the same: None.
whereupon said resolution was declared duly passed and adopted.
