that allows emergency officials to notify
residents and businesses by telephone, cell
phone, text message, email and social media
regarding time-sensitive general and emergency
notifications. Complete registration after

City Council Thanks Volunteer Citizen Commissioners
The City of Brooklyn Center is very fortunate to have many dedicated citizens
willing to serve on commissions. These commissions provide an opportunity
for citizens to assist the City Council in reviewing many important issues facing
the City of Brooklyn Center. There are four City advisory commissions, as well
as the court-appointed Charter Commission and three multi-city commissions.
The City Council would like to publicly thank these commissioners for their

Council Members Take Oath
of Office
On Monday, January 4, 2021, Marquita Butler and
Kris Lawrence-Anderson took their oath of office in
separate private ceremonies in the Council Chambers.
For Marquita Butler, she is starting her second term
and for Kris Lawrence-Anderson this is her third term
as members of the City Council.
The newly re-elected council members also
participated in a Ceremonial Swearing-In at the
January 11 City Council meeting. Congratulations to
both Council Members in their re-election.

MTC Reopens Lobby February 2021
The Brooklyn Center Transit Center reopened the lobby recently.
Metro Transit travelers can now enjoy the renovations that have been
completed since September 2020:
• Replacing plaza concrete, seating & bike racks
• Improvements to accessibility
• Canopies added at either end of the plaza
• Adding indoor ticket machines
• Refreshed interior
• Renovated public restrooms
• Adding a $20 Go-To Card vending machine
A few remaining tasks – like painting the outdoor canopies and
replacing fencing – will take place this spring. Metro Transit appreciates
your patience during the construction and look forward to serving you
at the improved transit center!

Parking Restriction Reminder
In the case a Snow Event of 2 ½ inches or more is declared, parking restrictions will take
effect. This means there should be no on-street parking until the roads are plowed curb
to curb. Vehicles not removed are subject to issuance of a citation to allow for snow
plowing.

Even after streets are plowed, no parking is allowed on any City street between 2:00
and 6:00 am or for more than 6 consecutive hours at any other time.

BC Residents Available for Pick-Up
For a limited time, cloth masks will be available free to
Brooklyn Center residents. Cloth masks are available at
CEAP, CAPI, WAFSC, the Community Center, the front
lobby of the police and west fire stations (please call
ahead for hours of operation).

Covid-19 Resources
CAPI USA is Seeking Food Shelf
Volunteers
CAPI USA, a social services nonprofit in Brooklyn Center,
is seeking volunteers for their food shelf on Brooklyn
Boulevard. Due to COVID-19, in 2020, the number of
those served at the food shelf went from 2,000 to 8,000.
As the organization moved to a curbside/delivery model,
this increase in service has impacted the need to have
more grocery boxes packed and ready to be distributed.
Volunteers will help unload shipments, restock shelves,
and pack grocery boxes for curbside pickup and delivery to
seniors. CAPI is looking for individuals or can accommodate
groups of 3-5 people per shift. Volunteer shifts are Monday
through Thursday from 9:00 am – 12:00 pm and 1:00 pm
– 4:00 pm, with an ideal commitment of 1.5 hours per
shift. This is an ongoing need and CAPI would welcome
any individual or group that would like to volunteer on

Shelf is open to all Brooklyn Center residents during
COVID-19.
The food shelf focuses on culturally specific food for West
Africans and all others. Please stop by to make your selections
of foods.
The food shelf practices social distancing while customers
select goods on site.

CEAP is here to help!
CEAP has received funding to assist households who have
been financially impacted by the COVID-19 pandemic. CEAP
is reviewing applications for renters impacted by COVID-19
who live in Brooklyn Center, Brooklyn Park, Champlin,
Corcoran, Crystal, Dayton, Golden Valley, Greenfield, Maple
Grove, New Hope, Osseo, Robbinsdale, or Rogers.

BrookLynk Get Ready! Work Readiness
Training
Looking to land a job, but don't know how? Already have a job
and want to learn more skills? We can help! BrookLynk provides
training that prepares young people ages 14-21 with the skills
they need to successfully land a job and to navigate the work
environment. Get Ready! is a requirement for all youth between
ages 16-21, who live or go to school in Brooklyn Park/Center and
intends to apply for the paid internship program. There are only
five steps to completing the Get Ready! Training.

Bins and Barrels Sale
Help yourself, help your wallet and help your earth at the same time. Purchase
a rain barrel and/or a compost bin at a reduced price through the Recycling
Association of Minnesota (RAM). Starting in March you can pre-order a bin or
barrel on the RAM website recycleminnesota.org/work/compost-bins-rain-
barrels
Brooklyn Center residents get a $20 discount and you may also choose to pick up
your order at the Brooklyn Park Operations & Maintenance Facility on Saturday,
May 1. Use the discount code HRG20OFF when ordering.
Food scraps such as fruit and vegetable peels, stale bread, wilted lettuce, coffee
grounds, egg shells, and tea bags as well as weeds, faded flowers, and vines
are among the things you can put into your compost instead of your garbage.
Compost can be used as mulch and plant food in your yard. Keeping organic
waste out of your garbage reduces your trash volume so you could switch to a
smaller garbage cart and save money.
Capture rain in a rain barrel and have a free source of water for your garden. In
addition to saving you money, rain barrels can keep moisture away from your
foundation and prevent debris from washing into our storm sewers.
Mattress Recycling
You might not realize it because they are
so big, but mattresses can be recycled
– just not in your cart. You can drop off
mattresses at Second Chance Recycling in
Minneapolis or pay a fee to have them pick
up mattresses at your home.
Second Chance Recycling is a social
enterprise business that empowers people
facing employment barriers to re-enter
the workforce and achieve lifelong success
within their communities.
The Hennepin Recycling Group contracts
with Second Chance Recycling to collect
mattresses at the Special Materials Drop-Off
Day. HRG pays a portion of the disposal fee to
encourage residents to recycle mattresses.
The next Drop-Off Day is Saturday,
April 24.

The Center for Energy and Environment (CEE) offer several services to help Brooklyn Center residents with everything from first
time home buyer down payment assistance, home energy audits as well as remodeling advisor visits.

with a home energy advisor to
help guide on steps to a more efficient
home. Your home energy advisor can
help find solutions for high utility bills,
ice dams or cold spots in your home. To

Advisor Visits
Through CEE, this
service offers a free
visit from a home
advisor to prioritize potential
improvements to your home. Eligible
projects include most interior and
exterior permanent improvements
such as: kitchen, flooring, windows,
driveways and more! They can answer
questions and provide feedback for
energy efficient options for your home.

This program is available to all residents in single-family homes,
townhomes and multi-unit buildings up to 8 units that participate in
the curbside recycling program. Residential waste only; no contractor or
business-related materials.
Curbside Clean-Up
Get ready to do some heavy-duty spring
cleaning. The city is divided into nine zones each
with its own day of collection. To find your day
use the interactive map on the website www.
hrg-recycling.com on the Bulky Waste Curbside
Clean-Up page.
Brooklyn Center will hold its Bulky Waste
Curbside Clean-Up from March 29, 2021 to April
9, 2021. Postcards with a map of your zone and a
list of acceptable materials will be mailed to each
eligible household in March.
Acceptable items include old/unusable furniture,
mattresses, carpet, general household junk
(up to 100 lbs. per item), vacuum cleaners, and
appliances.
Items NOT accepted include: electronics (TVs,
computers, etc.), hazardous material, paint,
railroad ties, tires. You may dispose of hazardous
material and paint for free at the Hennepin
County Drop-Off Facility, 8100 Jefferson Highway,
Brooklyn Park. They also accept electronics and
tires. There is a small fee on some items.
Have material out by 7 am on the day of collection
in your zone. Trucks will only go through your area

Yard Waste Site Opens April 1
No fooling – you can get rid of those leaves, brush and other yard waste
for free at the Maple Grove Yard Waste Site starting April 1. The site is
located at 10300 Maple Grove Parkway. Hours are Monday-Saturday, 8
am to 7 pm and Sunday noon to 7 pm. For more information visit www.

Water Efficiency Rebate Program
To encourage water conservation, the City of Brooklyn Center has
received a grant from the Metropolitan Council to establish a rebate
program to reduce municipal water use in both residential and
commercial properties within the city. The rebate is 75% of the cost
of the item, up to a maximum of $50 for WaterSense toilets, $100 for
Energy Star washing machines and $200 for WaterSense irrigation
controls, sprinkler heads, and/or rain sensors. Payment will be made
upon successful completion of work and submission of payment rebate
request form accompanied by original receipts for expenses. Payment
is only for equipment cost. Labor charges are not applicable for rebates.
Reimbursements will be issued on a first come first served basis until
June 30 or until funds are exhausted, whichever comes first. To learn

How to Prevent Frozen Services Pipes and Plumbing
What is a Service Line?
The Service line connects from the City
water main to the building/house.
Every house/building in Brooklyn Center
has a water meter. The water meters are
located in crawl spaces, behind walls, in
boxes and closets in basements. When
meters are in confined spaces they are
subject to freezing. Please locate your
meter in ensure the space is heated
and/or well ventilated.
Look for Cold Drafts
Check around your home for areas
where water supply lines are in unheated
areas and take measures to prevent the
flow of cold air in these areas. Common
locations include: basement, crawl
space, attic, garage, under kitchen and
bathroom cabinets.
Don’t forget both hot and cold water
pipes in these areas should be insulated.
A hot water supply line can freeze just
like a cold water supply line if water is
not running through the pipe and the
water temperatures become cold.
Insulate Pipes
Consider installing specific products
made to insulate water pipes like a
pipe sleeve or installing UL-listed heat
tape, heat cable or similar materials on
exposed pipes.
Seal Home for Winter
Repair broken windows, check doors
and insulate areas that allow cold
exterior air to enter.
Be Prepared When Traveling
Set your thermostat at 60 degrees or
higher and have someone check your
home regularly. Running one faucet at a
trickle can help prevent frozen service.
Find Water Shut-off Valve
Determine where your water shut-off
valve is in your house and learn how to
use it. For most homes the shut-off valve
is located near the water meter at the
point where the water line comes into
your home, usually in your basement.
Protect Garage Pipes
If you have plumbing in your garage,
keep your garage door closed when it is
very cold. Pipes in unheated garages or
basements should be insulated.
Winterize Outside Faucets
Make sure the water line to the outside
faucets (such as your garden hose) is
turned off, the hoses are disconnected
and the line is drained.
Why do Service Lines Freeze:
Water Temperature
With the water already being cool as it
enters our water distribution system,
it takes very little exposure to colder
temperatures for it to freeze. It is
important that your water service lines
are not exposed to colder air during
winter months.
Frost Depth
Frost depth is the depth to which the
ground is frozen. Water services in
Brooklyn Center are typically installed
at a depth that is not reached by frost.
However, during severely cold and
long winters, frost depth can
reach the depth of your service.
This usually occurs in February
or early March. In early
spring it
may seem warmer, but frost is still deep
in the ground and remains until regular
overnight temperatures above freezing
are reached.
If the ground surrounding the service
lines becomes frozen, it will cool the
already cold water in the pipes and
they can freeze. When the water stops
moving, the temperature can lower
quite quickly and freeze the water.
Therefore, it is important to keep the
water running and moving through the
frost zone.
If your service line or plumbing are
susceptible to frost, you may want
to consider letting your cold water
run continuously from one faucet
throughout the day and night. The
amount of running water should be
a little more than a trickle (half the
diameter of a pencil). While this may
not seem like an efficient solution, the
associated utility charges could be less
than the cost to repair or thaw your
water service line. If you choose this
option, the City recommends running
water until April. Even as the weather
warms up, the frost table is pushed
lower, so the risk of frozen service
lines could continue for several weeks
beyond winter.
Brooklyn Center Fire Department Programs Update
Due to COVID 19 and the restrictions that were in place for much of 2020
programs offered by the Fire Department were put on hold or modified.
Programs that were put on hold were the Smoke and CO Alarm Program and
Heart Safe. Once restrictions loosen we will begin these programs up again.
The Smoke and CO program will once again be open to residents of Brooklyn
Center that need help in replacing or installing alarms in their homes.
The Heart Safe program will continue to offer CPR and AED classes to schools,
businesses, churches and other groups wanting training in this life saving skill.
Both programs are free of charge to citizens of Brooklyn Center.
Fire Prevention week in the Elementary Schools was modified. Instead of
being able to visit the schools in person the fire department had CCX TV come
out and video the fire safety program. The teachers in the schools were then
given a copy of the presentation to show in their distant learning programs.
This presentation can be found on the CCX website and on the Brooklyn
Center Fire Facebook page.
Fire extinguisher training was able to be done in person following outside
small group guidelines.
Once able to resume these programs, we will reach out with notifications.
