RESOLUTION NO.2021-44
RESOLUTION APPROVING AND AUTHORIZING EXECUTION OF
COOPERATIVE CONSTRUCTION AGREEMENT FOR BROOKLYN
BOULEVARD CORRIDOR PROJECT PHASE 2 IMPROVEMENTS (BASS
LAKE ROAD TO INTERSTATE 94), PROJECT NO. 2021-05, BETWEEN
HENNEPIN COUNTY AND CITY OF BROOKLYN CENTER
WHEREAS, the City of Brooklyn Center ("City") and Hennepin County
("County") have been working cooperatively to advance the project to provide roadway,
streetscape, trail, and lighting improvements to Brooklyn Boulevard (CR 152) from Bass Lake
Road (CR 10) and Interstate 94; and
WHEREAS, the project is multi jurisdictional, involving Hennepin County and
the City; and
WHEREAS, the City received a federal aid grant in the amount of $6,616,000 to
participate in the Brooklyn Boulevard improvements, programmed for 2021 construction; and
WHEREAS, the County has designated $4,500,000 as part of the County's Capital
Improvement Program to participate in the Brooklyn Boulevard improvements; and
WHEREAS, the City's Capital Improvement Program identifies the Brooklyn
Boulevard roadway and streetscape improvements from Bass Lake Road to Interstate 94 to be
constructed in 2021; and
WHEREAS, preliminary planning and design of the project have commenced
with the City taking the lead as the project manager; and
WHEREAS, the City and County desire to set forth their various construction,
funding, operation and maintenance responsibilities in a Cooperative Construction Agreement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center, Minnesota, that:
1. The City enter into Hennepin County Agreement No. PW 02-02-21 with
Hennepin County for the following purposes:
To outline maintenance responsibilities and provide for payment by the
County to the City for their shares of the costs of the Brooklyn Boulevard
(CSAH 152) Corridor Project Phase 2 Reconstruction and Streetscape
Improvements, City Project Number 2021-05, County Project Number
0906.

2. The provisions of the draft Agreement are hereby accepted and approved,
and the Mayor and City Manager are hereby authorized and directed to
execute a final Agreement and any am ents.

The motion for the adoption of the foregoing resolution was duly seconded by member
Graves
and upon vote being taken thereon, the following voted in favor thereof:
Butler, Elliott, Graves, Lawrence -Anderson, Ryan
and the following voted against the same:
None
whereupon said resolution was declared duly passed and adopted.
