INFORMAL OPEN FORUM WITH CITY COUNCIL CALL TO ORDER INFORMAL OPEN FORUM There was no Infoirnal Open Forum. ROLL CALL Mayor Mike Elliott and Councilmembers Kris Lawrence -Anderson and Dan Ryan. Councilmembers Marquita Butler and April Graves were excused absent. Also present were City Manager Curt Boganey, Community Development Director Meg Beekman, City Clerk Barb Suciu, and City Attorney Troy Gilchrist. 2. INVOCATION There was no Invocation. 3. CALL TO ORDER REGULAR BUSINESS MEETING The Brooklyn Center City Council met in Regular Session called to order by Mayor Mike Elliott at 7:00 p.m. The meeting was conducted via Zoom. Mayor Elliott stated his uncle passed away that day, and his family is gathering tonight. He noted all Consent Agenda items, as well as the scheduled Public Hearing, can be moved to the next City Council meeting. 4. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was not recited. 5. APPROVAL OF AGENDA AND CONSENT AGENDA Mayor Elliott moved and Councilmember Lawrence -Anderson seconded to approve the Agenda as amended, with Agenda Items 5. Consent Agenda and 7. Public Hearing to be addressed at the March 8, 2021 City Council meeting. There was no roll call vote. 6. PRESENTATIONS/PROCLAMATIONS/RECOGNITIONS/DONATIONS -None. 02/22/21 -1- 7. PUBLIC HEARINGS 7a. RESOLUTION NO, 2021-38 APPROVING THE PROJECTED USE OF FUNDS FOR THE 2021 URBAN HENNEPIN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND AUTHORIZING SIGNATURE OF A SUBRECIPIENT AGREEMENT WITH HENNEPIN COUNTY City Manager Curt Boganey stated this item could be tabled to a date certain, so it will not be necessary to re -notice the Public Hearing. He added the item can be tabled to the March 8, 2021 City Council meeting. Community Development Director Meg Beekman stated March 8, 2021 is sufficient. Councilmember Ryan moved and Councilmember Lawrence -Anderson seconded to table the Public Hearing related to Community Development Block Grant (CDBG) Program funding to the March 8, 2021 City Council meeting. Motion passed unanimously. City Attorney Troy Gilchrist stated anyone who has joined this meeting for the Public Hearing should plan on joining the March 8, 2021 meeting. Councilmember Ryan expressed his hope that the City Council, at the March 8, 2021 meeting, can have a robust discussion regarding distribution of CDBG funding, for both the home rehab program and down -payment assistance program. 8. PLANNING COMMISSION ITEMS - None. 9. COUNCIL CONSIDERATION ITEMS - None. 10. COUNCIL REPORT -None. 11. ADJOURNMENT Councilmember Ryan moved and Councilmember Lawrence -Anderson seconded adjournment of the City Council meeting at 7:07 p.m. Motion passed unanimously. 02/22/21 -2- STATE OF MINNESOTA) COUNTY OF HENNEPIN) ss. Certification of Minutes CITY OF BROOKLYN CENTER) The undersigned, being the duly qualified and appointed City Clerk of the City of Brooklyn Center, Minnesota, certifies: 1. That attached hereto is a full, true, and complete transcript of the minutes of a Regular Session of the City Council of the City of Brooklyn Center held on February 22, 2021. 2. That said meeting was held pursuant to due call and notice thereof and was duly held at Brooklyn Center City Hall. 3.
