APPROVAL OFAGENDA There was a motion by Commissioner Oman and seconded by Commissioner Amdahl to approve the agenda as submitted. The motion passed. BEE FRIENDLY/NATIVE LA WN DISCUSSION Ms. Beekman stated that it has been brought to City Council on work session however, due to time constraints, the items has not been discussed by the Council and wanted to bring the item forward for discussion with the Housing Commission which will then go back to the Council for discussion. Community Development Director Meg Beekman and Housing and Community Standards Supervisor Xiong Thao provided an overview of the ordinance as drafted by the City Attorney. Discussion and concerns brought forward by the Commission are: 1. It was recommended that the ordinance reference a state or local organization that outlines best practices in planting and maintain native grasses such as MN State Board of Water and Soil Resources. 2. It was also recommended that the approval or denial process be outlined to provide clarity on what applications will be approved/denied. 3. The signage language should be changed to square inches vs. inches square Page 1 4. There was discussion about the definition or noxious weeds and natural grass and Commission members were satisfied with the definition of both. There was discussion about how the promotion of the new program would be publicized to residents of Brooklyn Center. Ideas were: a. Have CCX do a story about Bee Friendly and Native Lawns b. Put together an article for the City Newsletter c. Put information into the utility billing d. Advertise on social media Motioned by Commissioner Amdahl to approve the Bee Friendly / Native Lawn ordinance city wide with the recommendations made by the Housing Commission, 2nd by Commissioner Donnelly. Motion carry 7-0. ZONING CODE UPDATE, UPDATE ON OPPORTUNITY SITE ENGAGEMENT, UPDATE ONHOUSING STUDYAND TENANT PROTECTION Ms. Beekman provided a power point presentation on Agenda items #4, 5, and 6. Information about the Housing Survey has been delivered to multi -family properties and staff will be delivering and working with community organizations to flier single family homes. Ms. Beekman asked that the Housing Commission provide dates in June to have a joint meeting with the Planning Commission to further discuss the plans on the Opportunity Site and Zoning Code Update. NEW NEIGHBOR WELCOME PROGRAM Chair Goodell stated that there are 60 hew homeowners from 9/1/2020-12/31/2020 and wanted to know if Commission members wanted to schedule a new neighbor bag delivery date. Many commission members stated that they would rather wait to have more names and addresses since 60 addresses isn't very many. Mr. Thao stated that due to the County delay in processing owner changes, they are 6 months behind and staff is looking at alternative ways to obtain sales information for additional new homeowners. CITY COUNCIL LIAISON REPORT Councilmember Lawrence —Anderson reported that the past month has been devoted to the incident that happened with Daunte Wright. She also stated that the was a resolution on police reform and stated that she believes there should be police reform however, couldn't support the resolution in its current form and needed more than 1 week to discuss the contents in the resolution. She stated that the actions needed to implement will take 1 year to implement. She reports that the resolution did pass with a 4-1 vote. CHAIRPERSONS REPORT Page 2 Chair Goodell stated he will send a survey for a joint meeting with the Planning Commission in June to all the members to choose a date that will work with their calendar.
